I think ubuntu does not support locales in forms like "ja_JP" or
"nl_NL".

Strange, no nl_NL or ja_JP in there... How do I add these languages?

you can see the list of available locales in /usr/share/i18n/SUPPORTED
choose a locale you want to add from this file
and use locale-gen to add it.
