CentOS - Mar 2010 - cpuspeed CentOS 5.4

Hi,
 
cpuspeed did not start on all my systems. CentOS 5.4 x86_64
 
/etc/init.d/cpuspeed start (nothing happen) 
 
Something is missing ?
