Can you describe in greater detail what you want to achieve? What exactly is an IP PBX? Certainly a stripped down Asterisk box can do what you want (as you described) and not qualify as an IP PBX. When does something become an IP PBX? Signalogic sells some hardware cards that utilize Texas Instruments DSPs to perform transcoding. Check out http://www.signalogic.com/index.pl?page=asterisk_ip_pbx. They supposedly have support for the rtpproxy module in OpenSER, so it makes a good external solution for transcoding. Asterisk can do it. You can purchase G729 license for about $10 per channel or you can buy one of these: http://www.digium.com/en/products/voice/tc400b.php they support G729 and G723 and they free up your CPU and then just get some PCI T1 cards. Or you can use a media gateway with G729 support... Cisco does... what sort of media gateway are you requiring?
