Sounds like it's similiar to the 3Com VOIP Phones I've worked with then... they just relied on a dialplan to tell them when to complete the call.

I'll explain: My sip phone registers to different SIP servers (all asterisk), and each server has it's own dialplan, ie, one is purely PSTN calls, and so there is no leading digit for 'external calls', you just dial the number. One is a PBX where you need to dial 9 to get an outside line, with 3 digit extensions. Another is a PBX where you need to dial 0 to get an outside line, with 4 digit extensions. Also, each PBX system has different voicemail numbers to get to voicemailmain etc... So, I don't press send when dialling through my own PBX, but I do if I am dialling through one of the other systems, since their dialplans are not catered for in my polycom.
