Next time you ask a question, please provide more details on the outset so you are likely to get a direct and appropriate answer. As for the question, it depends on the interface. For Zap, you have the zapata.conf file. For SIP, you will have to either turn it off on the phone itself or check on call numbers to limit the number of attempts to one at a time. I think that has to be done on a device by device basis. In come cases the configuration change is done on the client (software/device). If it's a card that goes in the linux box that is running asterisk you can set that in the config file for the device. zapata.conf for Zaptel cards. phondev.conf for QuickNet (PhoneJack / Linejack cards.) If it's an external device, or a PC running a VoIP client, there is usually a configuration option for that.
