imho, this is a user error.
use special aliases for setting up forwardings, e.g.:
% cat .ssh/config
Host hosta*
User name
Host hostafwd
Localforward ...
Hostname hosta
%
now
% scp hosta:file /dir
works.
but perhaps i'll add a clearallforwardings option to openssh,
