openssh unix dev - Jun 2000 - Protocol 2 disabled by default?

Hi,

I noticed while installing OpenSSH 2.1.1p1 that in the file sshd_config
the line

Protocol 2,1

is commented out by default, disabling SSH2 support.  Is this deliberate?
