theora dev - Jul 2006 - QThreshTable and LoopFilterLimits values

I'm working in a hardware implementation of the LoopFilter.
I would like to know if the QThreshTable and LoopFilterLimits fields from
PB_INSTANCE are constants for all theora's video?

If they really were I could put both in a ROM, so I need to know that.

They are not. Both are read from the codec setup header (the third
header) at the beginning of the stream.
