Hello Micah,
XPe uses partition images, whereas memdisk need disk images (MBR,
partition table etc).
You can simply start startrom.n12 to trigger ntldr included in XPe
Designer, which supports booting from a ramdisk. Remember to rename
startrom.n12 to startrom.0:
LABEL XPe
KERNEL XPe/startrom.0
