samba - Jun 2004 - WinRAR archiver cannot create russian filename on samba share (bug 1407)

WinRAR (ver 3.x) cannot create russian filenames on Samba shares - it got error:
cannot create ????.rar Access is denied. But it can successfully create
filename, contains only english characters.
