There has recently been some discussion regarding widening the official
developer base and the amount of people who can apply patches to the
source tree. I think that as soon as that is worked out, we can also
start thinking about a bug management system. What I have in mind is
something akin to the debian-bugs system.
But clearly, without a `patch management system' we cannot do that.
