I figured out what I was missing. In the /etc/puppet.conf I added [main]
manifest = /etc/puppet/manifests/site.pp modulepath /etc/puppet/modules
[testing]
manifest = /etc/puppet.testing/manifests/site.pp
modulepath = /etc/puppet.testing/modules
and then I used
puppetd --environment=testing --masterport=8141 --test
Everything is working now.
