[opus] Version 1.1.1-beta is out

Hi,

Just to let everyone know that version 1.1.1-beta is out. The focus for
this release is mostly on optimizations for x86 (SSE), MIPS, and ARM.
The quality should be mostly unchanged compared to 1.1. Please report
any issues so they can be fixed in the final 1.1.1.
