openssh unix dev - Nov 2002 - 3.5p1 hpux 11.X .ssh/environment ignored

Am I missing something, or is this a bug?  I'm using
OpenSSH 3.5p1 on (non-trusted) HP-UX 11.00 and 11.11,
compiled without pam support, but with the stock
sshd_config (in particular, with privsep), and sshd
ignores my client's ~/.ssh/environment file.

It worked fine under previous versions.

This was in the OpenSSH 3.5 Announcement.  Uncomment and change to yes.
