I have found a slight bug in openssh 2.3.0p1 when converting dsa keys generated by ssh 2.0.13 with an empty passphrase. openssh prompts for a passphrase, and hitting return key denies login. I have generated a dsa key with openssh 2.3.0p1 with an empty passphrase, and then I can login without restrictions to the openssh server.
