It might confuse users since they do not know what is going on and why the password has not been accepted. You must add the parameter -v (ssh xx.xx.xx.xx -v), the account expiration prompt will appear. Can you reproduce the problem with the current version (7.3)? There are many variables including client and server config that you have not specified so I can't even guess what's going on, but if you wish to investigate yourself I suggest running both clients with ssh -vvv and comparing the output.
