For me the file is /etc/festival/server.scm and the line you need is (I commented out the line that starts the default voice and inserted the one below, but I have heard some say you need to initialize it with their voice and then set your custom.. might be a version thing, so I thought I'd mention it. This won't work if I don't actaully have the files for that voice installed. ;; Any site-wide Festival initialization can be added to this file. ;; It is marked as a configuration file, so your changes will be saved ;; across upgrades of the Festival package.
