I agree that it would be better if we had a single repo rather than
several. We will probably change this when we move the xen tree
itself to git.

It is deliberate. We don''t push every tag to every tree. Any tags
you see which are in the "wrong" tree are coincidental.
As I say eventually there will be a single tree containg all the
branches and all the tags.
