v2 for internal review - heavily reworked NET_F_MAC patch, matches recent PR-68875 - reordered to put "clean and reset vqs" before "alloc-irq" to make them slightly simpler patches - other minor cleanups for simpler patches These are some fixes for device providing a MAC address, for allocating irq resources later to support vhost use, and for properly cleaning vq info

Loopback test checks whether virtio-net can send and receive packets normally. Negotiate test executes feature negotiation between virtio-net driver in Guest OS and virtio-net device in Host OS. This patch exports a new virtio core function: virtio_block_feature. The function should be called during a virtio driver probe. If a virtio driver blocks features during probe and fails probe, virtio core will reset the device, try to re-negotiate the new features and probe again.
