Cool Mic (Android vorbis live source client) beta available
Thank you all so far for the feedback. I've forwarded this to my dev team, right now they are working on improvements based on what I've received so far. I'll keep list updated on progress and new versions if that doesn't seem to spammy. My goal is for Cool Mic to be the most stable and functional (and open source!) Android source client for Icecast that supports open codecs.

Resample and Relay Using Icecast2
Hi Robert, Icecast itself doesn't do any resampling of audio streams it receives. One would likely craft a solution that listens to the original stream and re-encodes on the fly, providing those alternate bitrate streams back to Icecast. I've heard people doing this with liquidsoap and other source clients, and a bit of server-side magic. Some quick Googling provided me with this link

Those speed tests are best case scenario - one big old file where the only overhead would be tcp syn/acks. 5000 x syn/acks and handshakes everytime a client connects would quite a lot of overhead I imagine.
