This sounds like a problem I had too. In my situation a ms update compromised the administrative templates. You can get the templates from ms. But then you will have an issue with the AD Epoch [1] as it will be incremented to 1, and that is not supported

It might be the case, that one of the policies templates was changed between windows 7 and windows 10 and now windows 7 runs into errors.
