Is there a method other then looping through all the active guests and determining if they're using the SR-IOV interface?

While creating this tap interface we are getting Operation not permitted error: * failed to create tun device: Operation not permitted* How we can create tun interface without root user is the issue. During this last week I fired up some tests using libvirt-tck that haven't been run in awhile and ran into a couple problems with the Fedora 27 image provided by virt-builder (which is used by the libvirt-tck tests).
