libselinux defaults to "targeted" when no SELINUXTYPE is specified in /etc/config/selinux. Hence do the same here, instead of failing because of the missing key. I have only verified the fix on Debian 7. The Debian 6 guest doesn't appear to boot, I'm not sure why. The second patch contains a test suite. Rich.

The first of two sets of patches. This checks that the templates we supply have the serial console enabled, or in two cases, that the serial console can be enabled by fiddling with some grub config.
