I've fixed a minor problem with the OS upgrade, and CVS services seem to be working again. You should be able to checkout and make commits (provided you have commit access, of course) using the LLVM CVS repositories.

During that time, the offices and computer labs in the building may get warm, and as a consequence, we may need to power off machines. [LLVMdev] Downtime for Installing New Certificate
Dear All, I just received the new SSL certificate for llvm.org. I'll be figuring out how to install it and then install it. The actual installation will require restarting the web and Subversion (SVN) server. While I'm no longer a University of Illinois employee, old habits die hard, so I asked around. :) First, a storage array at UIUC developed issues over the weekend.
