The code claims to grab a runtime PM ref when at least one CRTC is active, but that's not actually the case as we grab a runtime PM ref whenever a CRTC is enabled regardless of it's DPMS state. I'm having a problem with my monitor not turning off after the screensaver times out or, after the set time for the monitor to leave suspend and then off. I have checked, and +dpms is set with correct values. Xscreensaver is set also in advanced to turn off after 30 minutes. Have tried other times, but still does not work. So, I am using MATE from EPEL as my desktop on one of my laptops. The screen saver was working, however the monitors (if connected via a docking station) were not going to sleep even if selected via the GUI mate power manager.
