Multiple ISP + traffic shapping = poor download speed

Routing for multiple uplinks/providers problem.
Been running this for quite a while and noticed that have intermittent problems getting out. Find that if I ping the same site from 2 computers it may work on one and fail on the other. Also was surprised that some time they are going out different interfaces at the same time. Seems to work all the time from the firewall. Ping an external server through a disabled provider.
Hi, I''m using Shorewall and LSM to load-balance 3 ISPs. My configuration works, but when an ISP is disabled, LSM is unable to ping from the associated interface. I understand why it happens : when `shorewall disable isp1` is called, Shorewall flushes the routing table isp1, and removes the nexthop in the balance table. So when I want to ping 8.8.8.8 from eth1, no rule allows it.
