my webpage does not send emails confimation/notification

In Rails 1.1.4 there''s a hook file, install.rb, that is run when after the plugin has been installed (edge Rails has uninstall.rb, too). My SCSS compiled CSS lacks "/assets" in the generated urls
Running "rake assets:clobber assets:precompile" will generate files like "application-xxx.css" with incorrect urls after upgrading to Rails 4.
