HTB+SFQ

Firstly, I need to throttle the entire device imq0 to 2mbit/s. A question.
I have a Smoothwall like firewall and proxy, I would like to establish a bandwidth I inside specify for each IP my network. Hello I have a server with a dsl connection on eth1 and local interface eth0. Because of the NAT i cannot direct traffic to IMQ device in PREROUTING chain but have to use INPUT and FORWARD.
