similar to: smbclient sees the virtual samba server but not the windows clients

I am having trouble with one of my samba PDC's. It does not recognize itself as the domain master browser even though it is set to be so. I can not add machines to this domain and I suspect this is why. Has anybody seen this or know what causes it? The server has domain logon working and login scripts running I have made a second server to replace the first but after upgrading beyond Fedora 8 it no longer works.
