cwRsync- chdir failed, server 2003

Problem with rsync-cygwin between two WindowsXP machines
I hope this problem hasn't been posted before, I cannot find a way to search the archives... I use rsync successfully between several Suse 9.1 machines at my work - never with any problem(s). Windows and default --modify-window=0
Uhm... rsync developers: what do you think about changing the default modify-window in the Cygwin platform? It seems to me that many problems people have are just because of the granularity of timestamp. Maybe changing the default could be the best choice.
