similar to: VXD's / WDMs in Linux

In order to write a program like wine, you must have a good knowledge of windows and how it works. Would it be possible to write something that would tell Linux how to understand VXDs or WDMs, or write a kernel module that can use them? (I assume there is a reason it hasn't been done yet, but I don't have enough understanding to know why). Thanks Chris

Apparently it is possible to run Civilization 3 under wine, but i'm having no luck. It installed fine, but won't run.
