Ringing oddity/stupidity

Delay when ringing internal extensions on incoming zap call
I have a TDM400P with 2 FXO cards and I'm using Asterisk@Home 2.8 I noticed that when I place a call to the analog lines from outside, Asterisk takes a while to actually ring the extension the call is being sen to. I've been doing some tests, calling from my cellphone and here is what I see... - After the first ring on my cell, Asterisk logs to the CLI that is has an incoming call -

Dial app does not indicate ringing to calling party
I hope somebody has seen this before... I'm trying to use a Dial command on a inbound call to ring multiple destinations. The calls come in to me from the provider on IAX2, and one of the destinations I try to ring is a IAX2 to call to my cell phone. The cell companies are "doing it" like they think makes sense. If they know your cell is off/out of range they route instantly to VM. They could give "4-10 rings" of fake effort, but why. With follow me roaming and such, they want to process the call as fast as possible. If they don't know if the cell is available, they may go through about 4 rings of searching, but

Poor pstn line quality
I just installed a new asterisk box with a wctdm with 4 FXO modules. The lines in the office have terrible static (using standard analog phones) and this static can obviously be heard through the asterisk box on the sipura sip phones we installed. Want to automatically park call and have caller hear ring tones
Here's the short of it. I have an Asterisk 1.2.1 system setup to handle both personal and business calls. Now, the business callers will hear music while on hold, so the default MOH needs to play regular music. Personal callers should hear rings, not music. Question on Zap interfaces
I have a TDM4xx card with two (3 and 4) interfaces for my land lines. I have a basic setup working with them and one VoIP provider. Questions: 1. I am routing outgoing calls through a sip gateway. The calls go through no problem, however the ringing in the callers ear begins as soon as the last digit is dialed. This has two nasty side effects.
