Normally I create the shortcuts so that ctrl+f1 maps to workspace 1 ctrl+f2 maps to f2, etc. When I goto applications -> settings -> keyboard -> shortcuts -> navigation, I only have the ability to define "Switch to workspace" 1 through 4.
