Hola Jorge. Para poder correr las funciones del library twitteR tienes que tener varias cosas. Una cuenta en twitter y con esa cuenta inscribirte como developer en dev.twitter.com. Posterior a esto tienes que inscribir un app dentro de twitter y con las claves que se otorgan tienes que correr la función de autorizacion que ya te indicaron.
