This ensures that all napi callbacks will end, and the new napi_disable() will wait. There will be no re-enable napi. So I guess the use-after-free is caused by refill_work being called after dev/vi/napi is released. In this way, we can just call cancel_delayed_work_sync() after napi_disalbe().
