Well for one, our custom blacklisted words aren't being enforced. Also the
script keeps track of previous passwords but outputting the hash to a file,
that file isn't touched when changing via windows.

Remote password changes are intended to be caught by the 'check
password script' and we do have tests for this.  Do you have this 
set identically on all DCs?
