Assuming you're speaking of CentOS 7, NetworkManager is installed by default. The *separate* packages of NetworkManager-libreswan.x86_64 need to be installed separately. yum list \*libreswan\* 1.0.6-3.el7 base NetworkManager-libreswan-gnome.x86_64 1.0.6-3.el7 base kde-plasma-networkmanagement-libreswan.x86_64 1:0.9.0.9-7.el7 base mark
