How do I create a clean build environment?

Nasty Bug (BIOS?).
At first I thought, I was dealing with the known EBIOS/CBIOS-problem. The symptom was exactly the same (hangs at ...EBIOS). As 3.10-pre8 and 3.10-pre9, in contrary what was mentioned in the ML, did not bring any improvement, I looked deeper into what could be my specific problem. Motherboard and processor recommendations
I agree, use either SCSI with hardware raid with a battery backed cache or use sata/ide with linux software raid. Linux raid SCSI also works well, but if you go for the scsi drives might as well get the controller too. The "firmware" raid on the cheap sata/ide cards have left me stranded several times, I have had experiences were both an HP and Promise IDE raid controller have SCRAMBLED

low end file server with h/w RAID - recommendations
DO NOT buy the newer HPE DL20 gen9 or ML10 gen9 servers then (especially if using CentOS 6.x) I don't use hardware raid (mdadm for the win!) so cannot speak to that. Hi all, Im preparing a quote for a 5 Star hotel, planning to have around 100 SIP Wifi phones for PBX operations running on 100 AccessPoints. Network is running in ARUBA Networks - AP70 access points.
